The importance of security training in raising the level and skills of civil aviation professionals

  • Civil aviation industry is an important and pivotal industry at the international, regional and national levels. In view of the importance and centrality of civil aviation security, it is a vital and important goal that countries must take care of.

  • Hence the importance of caring for human staff work in airport security and its vital facilities and looking forward to qualify them in order to obtain the highest knowledge levels in civil aviation science, and through monitoring, conducting follow-ups and analyzing civil aviation events at the global level. It is clear that the challenges facing aviation security are increasing In addition to the fact that terrorist activities directed against civil aviation take on atypical forms that we have never heard of before and sometimes succeed in committing acts of unlawful interference

  • Despite the progress amade by civil aviation in various activities, it is still facing serious threats and risks that require us to do more in the field of security training and preparing the staff in charge of security procedures implementation at the airports to get high qualification in this field. The International Civil Aviation Organization a specialized UN Agency, mentioned in its manual for the protection of civil aviation against acts of unlawful interference Doc 8973 10TH Edition, that all security personnel, including security screening personnel, instructors, inspectors, auditors and managers, should beneficiate from a special training according to the tasks assigned to them, in addition to security awareness training.


All countries shall implement the International Civil Aviation Organization instructions as specified in the security manual, 10th edition, restricted doc, mentioned above, as follows:




Taking into account that countries should :


1. Assess trainers opinion regarding the content of security courses and means of delivery( through continuous surveys )


2. Ascertain whether trainers have acquired knowledge and skill as well as behaviors set in the training objectives have been acquired (through tests at the end of the training courses)


3. Assess if the trainer is going to implement what he has learned once he has returned to his workplace (work assessment)


4. Assess the impact of the training on the stakeholders (assessment of the stakeholders).



Besides ICAO´s training packages, training should address the following topics



1. Aviation Security International Legislative Framework


Definition of ICAO including its origin and international conventions in the field of aviation security



  • Tokyo Convention

  • The Hague Convention ---Montreal Convention- the supplementary protocol to the Montreal Convention- Convention on the Marking of Plastic Explosives for the Purpose of Recognition-The Beijing Convention Supplementary to the Hague Convention ---- The Beijing Convention Supplementary to the Montreal Convention - The Montreal Protocol Supplementary to the Tokyo convention.


2. National programs and laws established by States to prevent acts of unlawful interference and crimes committed in Civil aviation


The main objective of States regarding international civil aviation security is to ensure the protection and safety of passengers, crew, ground service personnel, public, aircrafts and airport facilities serving civil aviation against acts of unlawful interference on land or air. To achieve this goal there is a need to establish a comprehensive organization, a legal structure that are representative of the State´s authority



3. Crisis and emergency management at airports and management of acts of unlawful interference against civil aviation


Clarify the objective of crisis and emergency management and work to unite all stakeholders and personnel in facing crises and emergency events and the activation of contingency plans and the implementation of scenarios to manage acts of unlawful interference.



4. Threats and threats against civil aviation represented in crimes committed


Clarify the importance of civil aviation threats and risks monitoring and work on the development and prevention of special plans and procedures



5. Threat and Risk Assessment


Ensure that appropriate preventive security measures are identified and that the level of risk is subject to ongoing review and risk assessment, taking into account international, national and regional conditions and circumstances.


6. Threats to sensitive aeronautical information systems and aviation communications technology



  • Protection of sensitive aeronautical information systems and aviation communications technology

  • Infrastructure security measures




7. Unruly passengers



  • General policies and procedures

  • Risk levels

  • Policies for unruly passengers

  • Train crew members



8. Airport Security



  • Protection of airports and control of borders

  • Use of intrusion detection equipment and CCTV systems

  • Airport security clearance system

  • Passengers and their luggage

  • Handling of restricted items

  • Security screening of workers, vehicles and supplies


In conclusion, the best advancement of civil aviation security will not be achieved unless good security training practice is implemented in order to reach the desired goal.
